The purpose of the poster is to catch the eye of people and inform them what to do with their litter. Having the image of a man pointing towards a bin instantly gives the idea that its telling us to bin/recycle rather than dropping it on the street. The poster has its own saying/slogan "Bin it don't sling it!" which helps gets the point across on what they want people to do.
